How do I remove the jar from the base of the Hamilton Beach 51101 single-serve blender?

It won't budge and you're required to be able to get the pieces apart to clean them.
I can't "take out the bottom". Nothing moves. Nothing twists. It must unlock somehow but I don't see how to unlock it.

objective take out the bottom then use a rag to clean. or make sure it unpluged and use a rag 2 clean
