My Electrolux electric cooktop is unresponsive?

when i try to bolt it on it flashes for a bit then turns off. while it's off all of the screens have an "E" and the timer says 40. what can i do? the lowes people aren't serving at all..

Unplug it...if that doesn't correct it probably bad supervision board
